Shaping the future of our repairs service

We are preparing to look for new contractors to manage our heating and repairs service, and we want you to help us get it right.

This consultation is your opportunity to tell us what matters most when it comes to maintaining your home. Whether you have had a great experience or feel there is room for improvement, your views will directly shape our upcoming tender process and help us choose the right contractors for the future.

Our objectives

Putting customers at the heart of the process

Customers will play a key role in selecting our new repairs contractor. Through a customer workshops, residents will work alongside us to help create two tender questions that will be included within the tender pack issued to potential contractors. We will also seek additional feedback from customers throughout the procurement process to ensure their views continue to shape decision-making. Once contractors have submitted their responses, customers will be invited to take part in a further workshop to review and score the answers to the customer-led questions. These scores will form part of the overall evaluation alongside all other elements of the tender assessment.

Following the appointment of the successful contractor, we are committed to maintaining customer involvement by inviting residents to help monitor performance during the first year of the contract. This approach ensures that customers remain at the heart of getting things right, helping us to deliver a repairs service that is responsive, accountable and centred around the needs of both our customers and the homes in which they live.

The next steps

We will use the feedback gathered from these sessions to create the two customer-designed questions that will be included directly in the tender pack. Starting in September, we will begin working through the procurement process, and customers who took part in the focus groups will join us in marking the contractor responses to these customer led questions. We will share further updates on the shortlisted and appointed contractors in early 2027, leading up to the official appointment of the new contractor in April 2027.

    The workshop brought together a group of customers who have expressed an interest in helping us improve our repairs service and influence how it is delivered in the future.

    Working Together to Shape the Future

    The session began with an introduction from our Head of Assets, Graham Rosenburg, who provided an overview of the tender process and highlighted the important role customers will play in helping to shape the future repairs service.

    Working Together to Shape the Future

    Customers then worked in small groups to review the key themes emerging from surveys, complaints data and other customer feedback. Through discussion and collaboration, they identified the issues that matter most to customers and considered what expectations should be set for future contractors.

    These conversations helped shape two customer-focused tender questions, ensuring that the priorities and experiences of our customers are reflected in the procurement process.

    Developing Customer-Led Tender Questions

    Working collaboratively, the groups developed and agreed two customer-focused questions that will be included in the tender process for prospective repairs contractors.

    The questions are designed to reflect the priorities identified through customer feedback and require contractors to explain how they would deliver the high-quality service that our customers expect.

    The questions are currently in draft form, and there is still an opportunity for you to have their say before they are finalised. Here are the questions below:

    • Question 1: Customer communication and experience: Describe how you will deliver a positive customer experience throughout the repairs journey, ensuring customers receive timely, accurate and accessible communication from first contact through to completion of the repair.
    • Question 2: Respect, dignity and tackling stigma: Describe how you will ensure all customers are treated fairly, respectfully and without prejudice, recognising that every property is a customer's home and safe space.

    What Happens Next?

    The two customer-developed questions will now be finalised using any additional feedback received, before being included in the tender pack. All contractors bidding for the contract will be required to respond to these questions as part of their submission.

    As we move into the next stage of the procurement process, we will invite customers to take part in a further workshop. During this session, customers will have the opportunity to review and score the responses provided by the shortlisted contractors against the questions they helped create.

    This approach ensures that customer insight is not only used to shape the tender requirements but also plays a meaningful role in assessing potential contractors. By involving customers in both stages of the process, we can make sure that the qualities and standards that matter most to our customers are reflected in the final decision.

The findings highlight key customer feedback, including a 75.7% overall satisfaction rate with repairs, a 90.0% satisfaction rating for operative conduct, and a clear preference for text message updates. The feedback also highlights core priorities, such as getting repairs completed right the first time and appointment speed. You can read more about the results on our summary infographic!

    Using Your Voice to select our next contractor

    We are using this insight to directly influence the procurement of our new repairs and heating contractor, ahead of the contract start in April 2027.

    To ensure the new service meets your expectations, data from this satisfaction survey will be combined with:


    • Tenant Satisfaction Measure (TSM) data
    • Monthly transactional survey findings
    • Internal management data
    • Complaints data
