We'd like to share with you how we've been working towards meeting the Competence and Conduct Standard, which comes into effect in October 2026.
What is the Competence and Conduct Standard?
Competence (Training) - The government’s 5-step plan for renewal, published in July 2025, set out that the Competence and Conduct Standard would come into force in October 2026, with a 3-year transition period before senior housing managers and executives must have or be working towards a relevant qualification (4 years for registered providers that own fewer than 1000 homes and their services providers).
Conduct (Behaviour) - It also requires landlords to consider the conduct and behaviour of colleagues and Board Members.
A key reason for this is to ensure that customers are treated with respect and their voices and experiences are listened to and acted on, following the Grenfell tragedy.
At Leeds Federated, we've been working towards meeting this standard since 2024. We've developed company-wide standards with five competence levels to help colleagues understand the expected standard of knowledge, skills and behaviours for their role. We also adopted the National Housing Federation Code of Conduct in 2023.
They show how an individual's work contributes to team and organisational goals and outcomes for customers, supporting our purpose of helping people make a home.
Leeds Federated supports the development of colleagues with:
Training to ensure they are competent to carry out their duties
Performance, behaviours and how these support the Code of Conduct
